In a skillet over medium heat, brown the ground turkey or beef until fully cooked. Drain any excess fat.
Add the diced onion and red bell pepper to the skillet with the meat, cooking until the vegetables are tender, about 5 minutes.
In a large bowl, combine the cooked meat and vegetables with the black beans, corn, diced tomatoes, taco seasoning, and salsa. Mix well.
Layer half of the crushed tortilla chips on the bottom of the crockpot. Pour half of the taco mixture over the chips, and sprinkle with half of the shredded cheddar cheese.
Repeat the layers with the remaining tortilla chips, taco mixture, and finish with the remaining cheese on top.
Cover the crockpot and cook on low for 4-6 hours or on high for 2-3 hours, until the cheese is melted and bubbly.
Once done, let it cool slightly before serving. Garnish with fresh cilantro and a dollop of sour cream if desired.
