Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
In a mixing bowl, combine almond flour, psyllium husk powder, garlic powder, onion powder, salt, and pepper.
Mix the egg into the dry ingredient mixture until a dough forms.
Use your hands to knead the dough until smooth. Let it rest for about 5 minutes.
In a skillet, heat olive oil over medium heat. Add sliced onions and bell peppers, sautéing until softened. Add the shaved beef, cooking until browned. Season with salt and pepper. Remove from heat.
In the same skillet, add cream cheese and half of the mozzarella cheese, stirring until melted and combined with the beef and veggies.
Place the rested dough between two sheets of parchment paper and roll it out into a rectangle about 1/4 inch thick.
Spread the beef and cheese mixture evenly across the dough. Sprinkle the remaining mozzarella over the top.
Carefully roll the dough tightly from one end to the other to form a log. Pinch the ends to seal.
Place the roll on the prepared baking sheet and bake in the preheated oven for 25-30 minutes or until golden brown.
Allow the roll to cool for a few minutes before slicing it into individual rolls.
